Nelly thrusts a glowing red violation tag toward Dorian while Caro’s wheat-scented guardian pins his altered arm and Nelly’s compressed smoke-black shadow shields her back.
A junior inspector discovers that authority sometimes begins before permission arrives.

Nelly’s knees wanted to shake, so she locked them beneath the oversized coat. “There is an active Bureau inquiry. No trait may be transferred, reclaimed, consumed, inherited, or creatively redefined until origin and consent are established.”

“You are provisional.” Dorian’s pale eye flicked to her collar insignia. “You cannot seize my contract.”

“Correct.” Nelly turned the rule over in her mind. Marie had told her to observe before citing. Bramble had recorded an altered hand capable of extracting traits. Nora had described a town coerced by hunger. Caro stood behind her, choosing to ring a bell that might kill him.

Dorian’s fingers reached across the last band of lantern light.

Nelly found a glowing violation tag inside her ledger. The paper burned cold between her fingers. “I cannot seize your contract,” she said. “But I can cite the hand attempting to enforce it.”

She thrust the tag forward. Dorian twisted aside with inhuman speed, and the tag missed his wrist by an inch.

Caro pulled the rope.

The bell’s first note bent the rain sideways. Caro’s guardian moved with the slow ceremony of something ancient: wheat and moonlight rippled through its fur, and the red seal at its throat flared as it held Dorian’s altered arm inside the light. Caro cried out as the rope tore open his bandages, but he did not release it. He had spent eleven days carrying the town’s decision. This one would be his.

Nelly pressed the tag against Dorian’s hand. The seal closed around his wrist. Behind her, a second silhouette uncoiled—her own shadow compressed smoke-black around her body before opening its moon-white eyes above her shoulder. Its distinctive swept horns bracketed Nelly rather than the room. Every hidden bargain in Hollowbell woke screaming.

For one unguarded moment, fury crossed Dorian’s face. Then Marie appeared in the doorway, cane leveled at his heart, and his elegance returned.

“Well filed, Inspector,” he said. He bowed to Nelly and then, with older familiarity, to Marie. “You still teach them to weaponize footnotes.”

“Only the promising ones,” Marie replied.

Dorian withdrew into the stairwell, leaving no footprints and one final promise: “We will discuss who taught your shadow to recognize me.”

The great bell continued to tremble. Caro sank against the stone. This time, when Nelly reached for him, he reached back.
